Consider using Easel.ly  Comes with icons, images & drawing tools.  Export as low-res jpg then paste into word processing program and print for flyers.  Here’s a sample flyer for “The Best Democracy Money Can Buy”   https://www.easel.ly/infographic/qpnx6t   There’s a free version; paid version is $3 per month.

Google Drawings seems most promising.
